3. Question of the Day

Wentzville's Board of Aldermen, according to the St. Louis Post-Dispatch, is considering a repeal of the city's restrictions on pit bulls in effect since 1991. Instead, the city would increase penalties for owners of dogs of any type that exhibit vicious behavior.

What's your take on the issue? Should pet owners be penalized for having dogs that exhibit vicious behavior? How should the term "vicious behavior" be defined?
