Rupp: Protecting Our Children in Day Care Centers

New bill would help protect children in day care facilities, giving parents and guardians some much-needed peace of mind.

This week, one of my most important bills was considered in the Senate Health, Mental Health, Seniors and Families Committee.

This measure (SB 448) would initiate action to protect our children from encountering preventable, dangerous situations in child care centers. As a father, I can tell you that nothing is more important than my children’s well-being and safety, and it’s disturbing to think of our kids in danger while we’re at work or attending to personal business.

My bill would help protect children in day care facilities, giving parents and guardians some much-needed peace of mind.

Studies show that 54 child deaths occurred in 55 months in Missouri. This is unacceptable, and we cannot allow this to continue to happen. My legislation is named after two young children who died tragically while under the wing of unlicensed child care centers. My thoughts and prayers are always with these boys’ families.

My bill would accomplish a number of objectives. Under Sam Pratt’s Law, a provider who has pending criminal charges for child abuse, neglect, or other such crimes, would no longer be able to look after children in his or her home.

Among other protections, Nathan’s Law outlines the number of children a provider can legally have under his or her care. Currently, children who are related to the provider are not considered in the total number of children under the provider’s watch. Nathan’s Law would count the provider’s related children in the caregiver-to-child ratio, unless the children are attending school during the day. The act would also require any child care facility to disclose if it is exempt from licensure to the parents or guardians of the children.

Not only would my bill help bring assurance to parents and guardians that their kids are safe, but it would allow concerned guardians to have all the information regarding their children’s day care facility. By knowing all the facts, parents and guardians can make the best decisions possible for their families.

Young Missourians deserve the best care possible, and I’m determined to see this measure move forward to improve the lives of children and families.
