Wentzville to Consider Exemptions to Backflow Requirements

Currently, the city requires all businesses to have backflow prevention devices.

In keeping with the city's desire to show that they are "open for business," the Wentzville Board of Aldermen is considering lightening up the city's requirements for all businesses to install backflow prevention devices.

City code defines backflow as "the flow, other than the intended direction of flow, of any foreign liquids, gases or substances into the distribution system of a public water supply."

A backflow prevention device prevents that, keeping contaminants out of the city's drinking water supply.

Tony Thieman, who owns several commercial buildings in the city, spoke to the board during the public comment period of the Wednesday night regular meeting.

He commented that city ordinance requires all businesses—offices, retail and service establishments as well as restaurants—to have a backflow detector, even when many of those businesses do not involve contaminants that may pose a risk.

Thieman commented that the devices are spring operated and work on pressure, requiring maintenance and repair, in addition to the original cost of the device. Regular inspections also cost the business owner, he said.

"It's a silly expense and a waste of money," Thieman said.

Alderman Forrest Gossett agreed with Thieman. "We shouldn’t have needless regulations on companies," he said.

City Administrator Mike McDowell suggested that the board might consider allowing businesses to apply for exemptions to the backflow requirements.

Alderman Rick Stokes said that if a business currently has one, and doesn’t need one, might be better to take it out. "It does have to be maintained," he said. "Otherwise it beomes part of the problem."

McDowell said that staff would design an amendment to the ordinance and bring it back to the board for review.
