Defiance Man Indicted for Growing 89 Marijuana Plants, Fleeing From Police

Officials said Scott Heining was investigated for dealing pot and also fled from a Sheriff's deputy on a high-speed chase through residential neighborhoods.

A Defiance man was indicted Friday by a St. Charles County grand jury on drug charges, resisting arrest, driving while intoxicated and multiple other charges. Scott A. Heining 36, of the 2900 block of South Highway 94 in Defiance, faces charges of distributing a controlled substance, possessing a controlled substance, resisting arrest, misdemeanor driving while intoxicated, several charges of exceeding the speed limit by more than 26 mph, and several other misdemeanor and traffic charges. St.. Charles County Drug Task Force detectives said they found 89 marijuana plants growing in Heining’s basement Sept. 4. Detectives reported that Heining had been under a task force investigation. Westbound 94 to Close Today

The road will be closed east of Defiance until Thursday.

The Missouri Department of Transportation (MoDOT) will close a section of westbound Route 94 east of Defiance for four days starting today, weather permitting, as part of a project to rebuild shoulders on the roadway. Crews will close westbound Route 94 from Route F to Walnut Springs Drive, just east of Defiance. Drivers can take westbound Route F to Defiance Road to Route 94 to detour around the closure. During this work, Route 94 in Defiance will be open in both directions. The roadway should reopen on Thursday.

Smoking Discussion Heats Up at County Council Meeting

Some council members support the bill that would allow voters to decide on a countywide smoking ban in August 2012, while others oppose the ban’s exemptions and say the county council should decide on the issue.

St. Charles County Council introduced a bill at Monday night’s meeting that, if approved, will allow residents to vote on a countywide smoking ban in the August 7, 2012 election. The ban would prohibit smoking in most indoor and some outdoor places throughout the county, allowing for exemptions for private clubs with no paid employees, tobacco stores or cigar bars and casinos. In an earlier interview with Patch, Joe Cronin, R-District 1, who proposed the bill, said he included the casino exemption to gain support from the council. He also said Illinois lost money to St. Louis County casinos when the state banned smoking without exemptions. Cronin doesn’t want to put any of the county casino’s 1,600 jobs at risk, he said. Its not about health or they would ban the sale of tobacco. If your allowed to buy it, then you should be allowed to smoke. Health doesn't seem to be an issue, its all about the tax they receive. Winery Gets Pressed by Church, Wins Approval from St. Charles County

Augusta Winery signs contract, agrees to stipulations made by church council to locate across Highway 94 from 160-year-old building.

The Augusta Winery owners received unanimous approval Monday from the St. Charles County Council for its conditional use permit to relocated their winery to the corner of Highway 94 and Highway T. The winery would go in across Highway 94 from Immaculate Conception Catholic Church. During the April 11 County Council meeting, several people expressed concerns about locating the winery across from the 160-year-old church. “After our meeting on the 11th, we sat down with church parishioners and the church council on two occasions,” Tony Kooyumjian, co-owner of the winery, told the council Monday. St. Charles County Agrees to Allow Cell Tower in Wine Country to Settle Lawsuit

Council member wants to add an ordinance that would give the county more control over cell tower locations near scenic and historic places.

A cell tower will grow in the heart of southwest St. Charles County wine country. But a St. Charles County councilman will try to see that it’s the last one. During a closed session April 11, the St. Charles County Council approved an agreement that would allow the St. Charles Tower Inc. to build a cellphone tower in the Defiance area. The agreement settled a lawsuit brought by St. Charles Tower. The company sued St. Charles County for denying a conditional use permit for the cell tower. The tower will be located on Walnut Creek Trail near Highway F. “I was opposed to it, because I don’t like the fact that they’re putting up a 130-foot cell tower in wine country,” said Council Chairman Joe Brazil, R-District 2, of Defiance. St. Charles County Bans Hallucinogenic 'Salt Bath' Drugs

Synthetic chemical use blamed for attack in St. Peters, suicide attempts and nine deaths nationwide.

The package may read “bath salts,” but parents, health and law officials say it’s a dangerous hallucinogenic drug – and it was legal in St. Charles County until last night. Synthetic drugs called Ivory Wave, Ivory Snow, Cloud Nine, Bliss and Vanilla Sky have been sold in at least four St. Charles County stores labeled bath salts, but the products’ intended use is to be snorted, smoked or swallowed to get high. “I have a very dear loved one who used it,” Sandy Walters, of O’Fallon, told St. Charles County Council members. “What I witnessed, I hope none of you ever have to witness.” Walters said her loved one “hears voices, and the doctors can’t guarantee the voices will ever go away. Cell Tower Decision Will Likely Land County in Court

Tower in Defiance area would ruin landscape, the area's biggest asset, council member says.

St. Charles County and St. Charles Tower took another step towards the courtroom Monday. The county provided its legal reasons for turning down the company’s proposal to erect a cell tower near Walnut Creek Trail in the Defiance area during the county council’s meeting Monday. The county council turned down the proposal for the tower during its January meeting. County Councilman Joe Brazil, R-District 1, Defiance, said that the council has not approved any cell tower in the Defiance area since he has been on the council. Brazil Re-Elected as County Council Chair

Council governs unincorporated areas around Wentzville.

Joe Brazil, R-District 2, of Defiance, was elected chairman of the of the St. Charles County Council Monday. Brazil also served as chair in 2009. “I want to give everybody the opportunity to talk,” Brazil said, according to a county news release. “We need to keep our meetings on a professional level, but everyone should have a right to be heard.” In the past year, Brazil has proposed laws that ended up requiring permits for organized bicycle rides and added safety requirements for bicyclists on dangerous roads. He also proposed a ban on protests within 300 feet of funeral ceremonies. The funeral protest law has been challenged in court. Westboro Baptist Brings Protest to the County

Wentzville, other cities awaiting County's final vote on funeral protest ban.

A crowd of hundreds wielding flags and signs crowded around Westboro Baptist Church members as a chorus of, “God Bless America” gave way to chanting, “USA! USA! USA!” They were Vietnam and World War II veterans, mothers pushing strollers, downtown workers, and retirees. Some shouted angrily; but most just shouted loudly as they encircled the protesters from the Topeka, KS-based church during a tense few minutes at midday. History Comes to Life at Historic Daniel Boone Home

This historic site is just a short drive from Wentzville.

DEFIANCE – Slices of history abound at the Historic Daniel Boone Home in Defiance, from the stone war club head Boone's daughter, Jemima, acquired after being abducted by Indians in 1776 to the powder horn with "D. Boone" etched onto the bone-colored shell. But the display item that really surprises visitors is the low-crowned, wide-brimmed black felt hat resting on a bed in the 1810 Georgian-style, four-story home's second floor bedroom. It's the bedroom Daniel Boone and his wife Rebecca used, and the hat is a replica of the chapeau the legendary frontiersman preferred atop his head.
