The St. Charles County Council approved putting a number of charter amendments on the November ballot.
St. Charles County voters will be asked to decide whether a council member should be removed from the council after accruing 12 consecutive unexcused absences. Council meetings are typically held twice a month. That issue will be one of several charter amendments voters will consider Nov. 6. The others include a countywide smoking ban and exemptions to that ban, and whether to create a county police agency to handle the law enforcement duties which would be led by an appointed police chief. St. Charles County Council approved placing a smoking ban on the Nov. 6 ballot. County Executive Steve Ehlmann said he planned to sign it.
Voters will have the chance to vote on a county-wide smoking ban at all indoor establishments Nov. 6. The ballot will ask voters to consider banning smoking in all enclosed indoor places. Then voters would be asked to vote on providing an exemption for private clubs, veterans organizations and establishments that serve and employ people age 21 and up. The bill passed on a 4-2 vote, with County Council members Joe Cronin, Nancy Matheny, Terry Hollander and Joe White voting in favor of the bill. Races shape up for St. Charles County Council race as filings closed Monday for the August primary.
Filings closed Monday for the St. Charles County Council elections with opposed races in each district. In District 2, Republican incumbent Joe Brazil will run in the primary against Republican Bob Stephens, who owns Compare Automotive Muffler on Swantnerville Drive in Wentzville. Lake Saint Louis alderman John Pellerito, who had expressed interest in challenging Brazil, decided not to run. Filing for St. Charles County elected positions opened Tuesday at the St. Charles County Election Authority in St. Peters with no surprises. County Council seats for districts 2, 4 and 6 are on the ballot starting with the August primary and then the November election. Incumbent Joe Brazil, a Republican, filed in District 2 and Jerry Daugherty, the only incumbent Democrat on the council, filed in District 6. No one filed on the first day for District 4, the seat held by Republican Paul Wynn. He currently is working in Afghanistan due to his job as a military contractor. Councilman Joe Brazil plans to introduce an emergency ordinance waiving late fees for taxpayers who pay before Jan. 23 after bills were sent out late.
Tax bills—which are usually mailed out in November—were mailed on Dec. 19, and County Councilman Joe Brazil is proposing an emergency ordinance to waive late fees until Jan. 23.

Protesting funeral protests For St. Charles County, 2011 started with shouts of “USA” and choruses of “God Bless America” as a flag and sign-wielding St. Charles County and St. Louis area residents countered a demonstration by four Westboro Baptist Church members. The Topeka, KS-based church members were protesting outside the St. Charles County administrative building and the St. Charles City Hall. The protest was a response to a St. Charles County ordinance prohibiting picketing within 300 feet of funeral services one hour before and one hour after the ceremony. The smoking ban is disguised as a health issue, rather it is about property rights and personal liberty and personal responsibility. If the intent of the amendment is to protect the health of employees, then it would not contain exemptions. This law exempts casinos.
